Building Regulations Approved Document Part L: Conservation of fuel and power 2021, stipulates that a Design Stage Part L Compliance Report is to be submitted to building control prior to construction commencement.
Following completion of construction an As Built Part L Compliance Report and the Energy Performance Certificate (EPC) for the building should be submitted to building control and lodged onto the HMRC public record.

How does it work?

Step 1 - Energy ModelCreate an energy model of the building using SAP10 or iSBEM software based on the design drawings provided by the team or a survey undertaken on an existing building.

Step 2 - CalculationsProve that the design emission rate is no greater than the target emission rate.

Step 3 - Building Regulations Compliance Consultancy (Improvements)Review existing building services design and provide sufficient statements to inform building control officers that the building fabric and building services are compliant.

Step 4 - Design Stage Part L Compliance Report (BRUKL or BREL)Delivery of the BRUKL (Commercial) or BREL (Residential) report for building control submittal.

Step 5 - Solar gains assessmentCalculations to that appropriate passive solar measures have been made to reduce summertime solar gains.

Step 6 - As Built Stage ConsultationWe will review what was built against the design stage report and update the energy model and calculations to suit.

Step 7 - Air TestPart L 2021 stipulates that all new buildings require a valid air test. It will be the responsibility of the client to provide this for sign-off.

Step 8 - EvidenceThe client will need to provide photographic, geo-tagged evidence of all stages of construction of the build to prove the construction details of all thermal elements, along with commissioning certificates for all electrical circuits and HVAC systems.

Step 9 - Remediation Action PlanIf what was built does not comply with Part L, then we will formulate an action plan on what work is required to bring the standard of the building up to the building regulations. The client will be responsible for providing suitable evidence for signing off he building.

Step 10 - As Built Stage Part L Compliance Report and EPCOnce a valid Part L Compliance result and EPC has been recorded, inline with the clients requirements we will issue the As Built documentation to building control and lodge the EPC publicly on the HMRC EPC register.
